Phase 3 Layout Scenery Structure
Phase 3 involves building the actual Scenery structure, including mountains, tunnels, rivers, lakes, as well as the support bases for stations, towns, etc. Essentially, you reach an advanced development stage of the layout, which will then be completed during the Decoration phase.
